Quincy Area Man Arrested on Insurance Fraud Charges

A rural Quincy man faces insurance fraud charges following an October fire on Ellington Road.

West Central Illinois Task Force agents say 52 year old Dean Mowen was arrested Friday on a charge of insurance fraud over 100-thousand dollars. Mowen was taken to the Adams County Jail pending a bond hearing. Authorities say the fraud charge stems from a fire on Mowen’s farm on October 1st of 2015. The fire destroyed a combine and tractor. Task force officials say 67 year old David Speer of Quincy is also in custody on charges related to that fire.
