With all the attention seemingly focused on the race for President of the United States, there is one item on the ballot in Illinois that should not go unnoticed by you the voter. On this year's ballot is a state constitutional amendment to the Illinois Constitution. The proposed amendment will add a new section to the Illinois Constitution providing revenue generated from the transportation related taxes and fees shall be used exclusively for transportation purposes.

If you were around Quincy 23 years ago today, you probably know where you were when you heard the news that the levee in West Quincy failed to hold back the mighty Mississippi River. We all knew when it happened because the news and the river spread like wildfire. What we didn't know at the time was that the levy failed thanks to the assistance of Quincy native James Scott, who was eventually convicted of "creating a catastrophe" by removing sand bags in the area of the levee break. Would the levee have held back the rising water on its own? Only God knows.
