Half-Staff or Full-Staff? What’s the Proper Flag Protocol ?

Am I the only one who has noticed lately that American Flags in the Quincy area are being flown lately at full and half-staff on the same days? Drive one block and there is a flag at half-staff. Turn the corner and another flag is at full staff. It was always my understanding that the flag could only be lowered to half-staff by an order of the President of the United States.  So I did some research and found out that I was right, with one exception.

Flag Raising Efforts all for Naught

A few weeks ago I posted a picture of a flag in Quincy that was tattered and torn and needed to be removed. So with the help of Dawn Whitcomb at the Illinois Veteran's Home who provided me with a new flag, Tim Gottman of Sign Pro and I proceeded to take down the tattered flag and replace it with the new one. That effort was successful at least until yesterday when I went past the location around 8th and Broadway in Quincy.

New Flag Mission Accomplished! The Red White & Blue is Flying Proudly Again

For weeks there has been a very tattered flag "hanging" on a flag pole between 8th and 9th on Broadway in Quincy. I had hoped the owner would have removed or replaced it. That had not happened. No matter where this flag would have been located, it needed to be disposed of. The fact that it was located on Quincy's busiest street made it even worse. Well, I am happy to report that tattered American Flag has been replaced. With the help of my friend, Tim Gottman of Sign Pro, we took down the old flag and hoisted up a new American Flag, which was donated by the Illinois Veteran's Home.
