The target date is 2023.  That's the year that the Netherlands based nonprofit Mars One hopes to put a human on the planet Mars according to a CBS News web report.. Mars One is currently looking to find people willing to travel to Mars and colonize the planet. They are not limiting their search to scientists or fighter pilots and former astronauts.  They actually want anyone who is 18 or older and intelligent with good mental and physical health to apply.  There will be an 8 year training period involved as well.

Mars One plans to launch a series of robotic cargo mission between 2016 and 2023. The first man mission will include four people ion 2023 with more "settlers" arriving every two years.

The one catch is there are no plans to return anyone to Earth once they are on Mars. So kiss Earth goodbye when you leave.
