The Hannibal Police Department made four meth-related arrests on the morning of July 17 in the 3300 block of Market Street.

According to HPD, officers were called to assist a Division of Family Services investigation with a child welfare visit, where it was alleged there was possible drug usage while a child was in the residence.

After receiving consent to search the residence, police report locating drug paraphernalia, items commonly used in the manufacture of methamphetamine and substances believed to be methamphetamine. A 3-year-old child was also located in the residence.

Arrested at the scene were Cassandra M. Foubester, 25, of Hannibal; Josiah E. Hall, 27, of Hannibal; Kyle T. Hall, 28, of Keokuk; and Delana A. Crow, 24, of Wayland. All four suspects were charged with Manufacturing a Controlled Substance, Possession of a Controlled Substance, Possession of Drug Paraphernalia and Endangering the Welfare of a Child.

Police say Kyle Hall also had a felony warrant out of Iowa, Josiah Hall had a felony Missouri warrant and was also charged with Interfering.

The suspects were taken to the Marion County Jail, pending warrants. The child was taken into protective custody and released to a family member.
